The thing to note is that you get no extra benefit until you get those extra 5 stacks and get it up to a max of 15. Several modifications can be made however to make this a viable softcore build as well in seasonal. This build is designed to push leaderboards in HARDCOREmode. You deal 75 - 100% increased damage against slowed enemies or triple this bonus against enemies afflicted by any other type of control-impairing effect.
